Otsu is a city near Kyoto, two JR stops from Kyoto station. Actually Otsu is a very nice small city, and it's comfortable to walk around. The room is clean and bigger than in the city, breakfast is included.
It was pleasant. The hotel staff were great, and the service excellent. They have dehumidifiers, extra pillows, and chair warmers for no extra charge. It's only 25mins by railway to Kyoto station, and close to Hikone and Otsu. Good place to stay.
